
Dili, June 29, 2026 – The National Institute of Science and Technology (INCT), represented by the President of the INCT Executive Council, Dr. José Cornélio Guterres, and its entire staff, held a virtual online meeting with the Director of the ISSN International Center in France, Dra. Aëlle Béquet, and her team, in the INCT auditorium in Balide, Dili, Timor-Leste.


The purpose of the meeting was to hold technical discussions on the process of officially launching the agreement to establish the National ISSN Center in Timor-Leste, scheduled for late August 2026. In addition, technical issues were addressed, such as training for INCT managers and technical staff, funding, and INCT’s participation in future conferences and high-level meetings among members of ISSN International.

At the meeting, the President of the INCT Executive Council, Dr. José Cornélio Guterres, expressed his gratitude and deep appreciation to the Director of the ISSN International Center and the entire team for their efforts in supporting Timor-Leste, through the INCT, in joining the ISSN International Center, including Timor-Leste’s participation in the general assembly, which took place in June 2026.


The Director of the ISSN International Center, Dr. Aëlle Béquet, congratulated INCT on all its efforts and announced that Timor-Leste is now a member of the ISSN International Center and is awaiting the formal signing of the agreement between the two parties. The Director also emphasized that, in the future, all research centers in Timor-Leste will receive the ISSN directly from the National Institute of Science and Technology (INCT).

At the meeting, the President of the INCT Executive Council, also appointed a focal point for technical coordination between the International ISSN Center and the INCT, including setting the date for the training and launch, which will take place between August and November.


The meeting was attended by the President of the INCT Executive Council, Dr. José Cornélio Guterres; the First Vice President of the INCT Executive Council, Dr. Valentim Ximenes; the Second Vice President of the INCT Executive Council, Dr. Augusto da Conceição Soares; and an international researcher at INCT, Dr. Filipe Abraão Martins do Couto, National Director of Cataloging and Sciences at INCT’s National Scientific Repository (DNCCRCN), Mr. Benvindo D. J. Guterres, National Director of Social Sciences and Humanities at INCT, Dr. Leonel da Costa Xavier, National Director of Innovation and Technology at INCT, Ms. Jacinta dos Santos, and the Director of the International ISSN Center in Paris, France, Dr. Aëlle Béquet, along with her team.
